What seems to be happening is that there is some legacy debris left from Microsoft Office Picture Manager (MSOPM) application in the system. Then I uninstalled and reinstalled Office Starter and the result was the same - no effect. ‘ Repair Office Click-to-Run products’ procedure and it had no effect. I can create a shortcut and use it to open MSOPM or click through the path mentioned above to launch the program but cannot cause it to be recognized by Windows 7 as a default candidate application. That said, "works normally" does not include the ability to be assigned as the default picture file opening application.
It's as though Windows 7 is not aware of MSOPM's existence even though the application can be launched manually and works normally once started. The only problem is that Windows 7 does not see is as a viable default application for assignment to picture-related files. If I open MSOPM and then in turn use it to open a ,jpg file, it works just fine.
